I agree in most cases. There are some instances where I can see benefit such
as maintaining ad banners (below), a small index or table of contents to make
navigating easier (of course, if we are doing our job as content developers
navigation should be easy already! :-) ), and a few other cases. The majority
of sites which I find that use frames, though, I find to be clunky and slow
(especially when I am on the road with a 486 laptop instead of the P-150), I
think that it has slipped through the thinking of many designers that, in
effect, you are loading multiple pages which get _very_ tedious and time
consuming.
A good example of this is the new Infoseek site. Prior to it's use of frames,
it was always the first search engine I used...my favorite hands down. The
frames have disheartened me, and now I use either Lycos or Alta Vista. Speed,
followed by readability are the two characteristics that I look for, and
hence led me to my new choices. When I am using a search engine, I am not
looking for bells and whistles, but rather effective and fast results.

I believe that it is definately counterproductive, especially for people who
are on less than Pentiums. When I am on-the-road with my laptop, just about
any site with frames either gets a big stop sign, or I turn the graphics off.
The sites load very slow!
In all, frames do have a definate place in web pages, however, I think that
we need to be careful not to "use frames for the sake of using frames", but
rather, to only use them when it provides a clear benefit without a
significant hindrance for the viewers.
