Using the Internet to 'Test' the market

I have a prospective customer who runs a technology company in the
bulilding products industry with an excellent environmental product who
sells licences around the world for the rights to use the technology. We
have of course recommended conservative and appropriate costings on doing
homepage, email, response form and media release. We will do a good job on
copywriting of the material and design of the pages and form. However, has
has asked if we can 'test' the market without investing $5000.
In pondering that question, I think we've been going about it all wrong. I
think we need to take the marketing by the horns and do a whole lot of
networking around traditional media and just use the page as an instrument
to assist getting lots of relevant information to his narrow band of
prospects.
