Browsers are powerful tools in the hands of the user/viewer, but
authors still need to be able to:
1) write clearly and concisely
2) create clean, fast graphics, or employ a graphic artist
3) program, employ a programmer, or buy and learn to use a
server tool which allow the creation of dynamic documents
4) do their own sysadmin or pay someone to do it for them
5) and a half a dozen other skills to keep a web site going

Just because you have a powerful browser, doesn't mean you can
ignore the other skills.

Two points here
1) If I want to include a small spread sheet on my page, will I
have to wait for Lotus ne. IBM to design and build the
<lotus></lotus> tag?
2) Why do you want to know about the <marquee> tag? Just
drop and drag with the latest authoring tool and it will be
done for you. (not!)

The bottom line is as Alice said:

"It's a fast land, you have to run just to stay in one place"

and if you want to keep up with where the web is going, you or your
team will need to have many skills to "just author" a web page.
