To frame or not frame?

Terri Grodner said he/she was not a huge fan of frames.
I've been seeing more and more sites with frames and I'm
not impressed -- as a user -- at all.

What are the marketing plus points of frames?

I've seen ad banners maintained at the top of
the page -- good marketing technique, but
my screen of information as a USER has
been reduced so much, I'm scrolling like mad.

Isn't this counterproductive??
