Your idea sounds good, but you might want to modify your marketing plan. In
addition to contacting people on-line, you'll need to show those not on-line
why they want to participate. Put a sample Web site together, convert it to
Adobe Acrobat, and run off some disks with your demo and the free Acrobat
viewer. Then mail these with a letter about how you'd like to help them
market in this way and what it will do for them, etc. If they're off-line,
you're not likely to find them through e-mail, but they'll almost certainly
have a computer.
