Sorry, but I think the whole discussion misses the point.

The point is, that the only organisations interested in secure
payment are the credit card and banking organisations.

I live in Switzerland and my liability is around US$ 50.00.
Except for some trouble that money doesn't worry me.

Let the credit card companies develop a secure, separate
card reader (Yes, hardware, connected to the serial port) and let them give
it to us for free. That's what they should do, and they are the ones that
have the money to do it, right?
