Michael,

I may be out in left field... but a good example of how some are
approaching the 'cooperation' question is D.L. Boone & Company. I've
included a snippet of their Homepage introduction...

"D.L. Boone & Company was designed and incorporated in January 1993
as one of the world's first "virtual corporations" - a consortium of
small businesses interconnected by advanced telecommunications and
supported by a central organizational hub. Since going operational
in August 1993, the company has attracted the attention of the
business world because of its growth and of its potential as a
prototype of the company of the future. In less than one year, the
consortium has grown to include almost 150 professional services
firms and independent consultants in eighteen countries throughout
North America, Europe, Asia, Africa and the Pacific. D.L. Boone & Co.
is a "virtual corporation" composed of over 150 professional services
firms and independent consultants in eighteen countries, connected
through the Internet and services such as CompuServe and America
Online...

Our business plan is available for downloading in the CompuServe
Working From Home forum, Library 15 (Virtual Corporations). The
file's name is "Sample Business Plan". An overview file containing
recent contract wins, proposal submissions and membership information
can be obtained by sending e-mail to dlbinfo@www.digex.net. "
