As far as I know, mine (government) hasn't.

I would guess that it would make better sense not to establish a
"standard" for copyrights, since one already exists, for Canada, the U.S.
and most other countries which are electronically connected.

What need to be tested are the extent of "damages" and the definition
of "fair use" as regards creative electronic information online.
