Lewis Rose, presumably an expert in these matters, reports there is no
need for a standard on home page copyright, home page property copying or
home page copyright notices. He poses the legitimate question: what
standard are we discussing, since there appears to be no such need.

I am not an expert nor perhaps as fully informed as some. But I believe
the question has arisen because traditional copyright law is considered
ineffective and/or inadequate in regards to "electronic information". It
is my understanding that the government has proposed a new standard.

Are these presumptions correct?
